Why is New Zealand not on the equalized missionary payment program?

Families in the USA pay a maximum of $400.00 a month to support their missionary. In New Zealand the costs are much higher, resulting in many willing young people being unable to serve a mission. Two years ago my father and a friend in Alpine, Utah paid the $10,000 for a cousin in New Zealand to serve in Australia. He was one of the lucky ones. He was told that since he did not have the money saved up he could not go.

The equalized payment program should be extended to every family on every continent, and not be exclusive to the USA, Canada and a few countries in Europe.
